Authorization to sign a Memorandum of Understanding with the  
Boys and Girls Club of the Bluegrass for their proposal for start-up  
operations and implementation of structured youth programming  
and essential youth services, including mentorship, athletics, and  
violence prevention programs within the community through June  
30, 2027. At a cost of $50,000. Funds are budgeted. (L0291-26)

Authorization to execute an agreement with Tunnel, Spangler,  
Walsh & Associates Inc (TSW), pursuant to RFP 2-2026, for an  
amount not to exceed $250,000 for the development of a Unified  
Development Code (UDC) which will be a streamlined code that is  
more accessible, understandable, and visual. UDC shall be  
completed by June 30, 2027. Funds are budgeted. (L0301-26)

(a sole source provider) for the purchase and license for hardware  
and software called My Senior Center at the new Senior and

increase the original bid price of the Whitney Young Community  
Building project due to the additional work needed to replace a  
failed septic system and make modifications to walls and ceilings.

Authorization to approve School Year Facilitron Permits and  
Honorariums between the Fayette County Board of Education and  
the LFUCG Parks and Recreation, Extended School Program for  
the 2026-2027 school year at Coventry Oak Elementary, Garrett  
Morgan Elementary, George Washington Carver STEM Academy,  
Millcreek Elementary, Stonewall Elementary, EJ Hayes Middle  
School, Jessie Clark Middle School, and Mary Britton Middle  
School. At a cost of $51,000. Funds are budgeted. (L0317-26)

Authorization to execute Supplemental No. 2 agreement (Reso.  
589-2022) and accept $868,000 in federal Coronavirus Response  
and Relief Supplemental Appropriations Act (CRRSAA) funds and  
$65,600 in federal funds under the Kentucky Transportation  
Cabinet Surface Transportation Program (SLX) for the construction  
phase of the Wilson Downing Intersection Improvements Project.  
The acceptance obligates the Urban County Government local  
match of $16,400. This will provide for a total construction phase  
funding of $950,000. Budget amendment in process. (L0321-26)

Authorization to submit an application to the U.S. Department of  
Transportation for the Safe Streets and Roads for All (SS4A)  
Grants Program requesting federal funds in the amount not to  
exceed $400,000 for planning and demonstration activities related  
to a Safe Routes to School pilot initiative and providing local match  
not to exceed $100,000. (L0322-26)(Peacher/Scott)

Authorization to submit the 2026 Consolidated Plan, accepting  
awards of federal funds for Community Development Block Grant  
Program in the amount of $2,327,430, HOME Investment  
Partnerships Program in the amount of $1,250,708.88, and  
Emergency Solutions Grants Program in the amount of $197,698,  
from the U.S. Department of Housing and Urban Development for  
FY 2027, and to authorize execution of agreements with  
subrecipients in accordance with approved plan subject to final  
Federal allocation amounts for Fiscal Year 2027. Matching funds in  
the amount of $362,500 are included in the FY27 Mayor’s

Authorization to execute an agreement with Get Outside Ky for  
non-motorized watercraft rental services at Jacobson Park and  
Kelley’s Landing to provide outfitting services at Jacobson Park and  
Kelley’s Landing during the 2026 season. The vendor will pay 10%  
of gross sales (minus sales tax) to LFUCG. The agreement term will  
be for one (1) year with two (2) optional renewals. (L0324-26)

Authorization to execute an amendment to the agreement with Five  
Star CONTI COFFEE for the provision of coffee (Reso.  
#583-2024), coffee dispenser and regular maintenance of  
equipment to include service at both the Lexington Senior Center  
and the New Senior and Therapeutic Recreation Center in Shillito  
Park for an additional two years. Cost for FY26 $1,080; funds are  
budgeted. Cost for FY27 is a total of $8,640; funds are included in

Authorization to abolish four (4) unclassified positions of Treatment  
Plant Operator Apprentice I (Grade 513N), abolish four (4)  
unclassified positions of Treatment Plant Operator Apprentice II  
(Grade 515N) and create eight (8) unclassified positions of  
Treatment Plant Operator Apprentice (Grade 511N) in the Division  
of Water Quality, effective upon passage of Council. This has a  
12-month future cost savings of $64,033.18. (L0332-26)

Response Vehicles for one (1) 2027 AEV Trauma Hawk Type II  
Custom Mobile Health Unit at a cost not to exceed $154,727.35.
