Authorization to execute an Agreement of Sale, and any other  
necessary documents, and to accept deed for property located at  
130 West New Circle Road, which is adjacent to the 8.43-acre tract  
owned by LFUCG which is being redeveloped to serve as the  
Division of Water Quality headquarters. At a cost of $400,000.

Authorization to execute a Purchase of Services Agreement (PSA)  
with economic development partner agency Jubilee Jobs to  
enhance and connect individuals with the WORK-Lexington  
program for a term of July 1, 2026, to June 30, 2027, as approved  
by the Lexington Economic Development Investment Board on May  
5, 2026. At a cost of $62,718.42 for FY27. Funds are included in

Authorization to amend the classified civil service authorized  
strength by creating one (1) position of Recreation Manager  
(Grade 520N) and one (1) Recreation Specialist Sr. (Grade 516N)  
in the Division of Parks and Recreation, as approved in the FY  
2027 budget process, to become effective July 1, 2026. (L0495-26)

Authorization to increase the salaries of all eligible classified and  
unclassified employees included in the unified pay plan (including  
employees who would otherwise be ineligible due to grade max  
restriction) by 2%. This action also amends the unified pay plan’s  
salary scales by adjusting the scales by 1% and amends section  
23-28 of the Code of Ordinances by increasing the existing step  
structure of Police Chief and Fire Chief by 2% and adjusting the  
incumbents’ salaries accordingly. Finally, this action increases  
salaries of the following positions by 2%: Council Administrator (1),  
Law Clerk P/T (3), Friend of the Court (1), Family Court Services  
Specialist (5), Police and Fire Pension Benefits Specialist (2), and  
School Crossing Guards. All actions are effective June 29, 2026.

Authorization to establish a Memorandum of Agreement with the  
Commonwealth of Kentucky, Department of Military Affairs,  
Kentucky Division of Emergency Management Urban Search and  
Rescue Program whereby participating agencies will provide urban  
search and rescue services pursuant to House Bill 157. Effective  
from July 1, 2026 to June 30, 2028. No budgetary impact.

Authorization to execute an agreement with Overtime Athletics to  
provide youth sports programming at the Black & Williams  
Neighborhood Center for seven weeks beginning on June 16,  
2026, at a cost not to exceed $800.00. Funds are budgeted for

Authorization to execute an agreement with Overtime Athletics to  
provide youth sports programming at the Tates Creek Community  
Center for seven weeks beginning on June 16, 2026, at a cost not

Authorization to submit an application, and to accept if offered, for  
a U.S. Department of Transportation, Pipeline and Hazardous  
Materials Safety Administration, Pipeline Emergency Response  
Grant in an amount to not exceed $95,000 to improve response to  
accidents and incidents involving pipelines that transfer hazardous  
substances such as petroleum products thereby decreasing harm  
to the public and the environment. There is no local match required.

Authorization to approve LeadsOnline as a sole source provider to  
ensure continued compatibility with the National Integrated Ballistics  
Information Network (NIBIN) that supports the current operating  
equipment for the Division of Police through June 30, 2031.  
ClearCase is a cartridge case triage solution for NIBIN. At a cost of

Authorization to submit a project proposal, and if invited, an  
application for a grant award, for the purpose of seeking and  
accepting funding to construct a new fire station that will enhance  
the fire and emergency response coverage for the community,

including improved service response to Bluegrass Station.  
The  
proposal and application seek grant funding for a project cost not to  
exceed $12 million, which includes a 30% local match for the  
construction of a new fire station. A budget amendment will be  
forthcoming  
if  
a
grant  
award

Authorization to amend the LFUCG Procurement Regulations to  
increase the amount of an expenditure for which the government is  
not required to legally advertise for bids from $40,000 to $50,000,  
to increase the lowest dollar threshold amount from $2,500 to  
$5,000 and to make changes consistent with the actual current  
operations of the government; and approving, adopting and  
restating the regulations to be effective as amended on July 1,

pursuant to RFP 35-2024. On May 5, 2026, the Lexington  
Economic Development Investment Board approved contracting  
with Commerce Lexington for a term of July 1, 2026, to June 30,  
2027, to assist LFUCG with New Business Development and  
Existing Business Retention and Expansion. At  
a
cost of
