Mayor Jim Gray called the meeting to order at 3:00pm.  CM Martin was absent.
 
I.      Public Comment - None
 
II.      Requested Rezonings/Docket Approval
 
Motion by Ellinger to approve docket.  Seconded by Gorton.  Motion passed without dissent.
 
III.      Approval of Summary
 
Motion by Blues to approve summary.  Seconded by Myers.  Motion passed without dissent.
 
IV.      Budget Amendments
 
Motion by Gorton to approve budget amendments.  Seconded by Farmer.  Motion passed without dissent.
 
V.      New Business
 
Motion by Beard to approve new business.  Seconded by Farmer.  Motion passed without dissent.
 
VI.      Continuing Business/Presentations
 
Motion by Ellinger to approve the NDF list.  Seconded by Crosbie.  Motion passed without dissent.
 
Motion by Lawless to suspend the rules to allow CM Lane to speak again.  Seconded by Farmer.  Motion passed without dissent.
 
VII.      Council Reports
 
Motion by Myers to place on the September 13, 2012 Council Meeting docket a resolution requesting that the Legislature amend KRS 512.080 to expressly authorize urban county governments and other local governments to issue civil fines for unlawfully posting advertisements, posters, notices or other matters to public property and notifying appropriate elected officials of this resolution.  Seconded by Ellinger.  Motion passed 13 - 1.  Crosbie voted nay.
