      WHEREAS, redevelopment of the prior Eastern State Hospital property on Newtown Pike into a new campus for Bluegrass Community and Technical College (BCTC) has resulted in numerous changes to the surrounding street system; and
      WHEREAS, one of the modifications made by the Kentucky Transportation Cabinet is the addition of a campus entrance from West Fourth Street which will provide the most utility if it provides ingress and egress from both directions; and
      WHEREAS, just east of the BCTC property, Transylvania University (Transylvania) is redeveloping several properties with athletic facilities, offices, and other uses which could be accessed most easily via a two-way street; and
      WHEREAS, in conjunction with the Fourth Street improvements associated with BCTC, the state has made funds available to the Urban County Government (LFUCG) to continue improvements along Fourth Street east of the BCTC project area; and
      WHEREAS, a reimbursement agreement will allow joint funding by LFUCG and Transylvania of certain improvements to address the upgrade of pedestrian and bicycle facilities which will be optimally utilized in a two-way capacity; and
      WHEREAS, preliminary findings of the “Downtown Lexington Traffic Movement and Revitalization Study” indicate that West Fourth Street between Jefferson Street and Newtown Pike can be converted to two-way operation with minimal downside; and
      WHEREAS, the actual timing of conversion to two-way operation should follow completion of related construction projects by BCTC, Kentucky Transportation Cabinet, LFUCG and Transylvania;  
      NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE LEXINGTON-FAYETTE URBAN COUNTY GOVERNMENT:
      Section 1 - That the conversion of West Fourth Street between Jefferson Street and Newtown Pike from a One-Way street to a Two-Way street upon completion of all relevant BCTC, Kentucky Transportation Cabinet, LFUCG and Transylvania construction projects is hereby approved.
      Section 2 - That the Division of Traffic Engineering is authorized and directed to install proper and appropriate signs and markings designating West Fourth Street between Jefferson Street and Newtown Pike as a Two-Way street in accordance with the conversion approved in Section 1.
      Section 3 - That this Resolution shall become effective on the date of its passage.
