An Ordinance pursuant to Section 6.12 of the Charter of the Lexington-Fayette Urban County Government to reorganize and restructure LFUCG Divs. and Depts., as follows: renaming the Dept. of Planning, Preservation and Development as the Dept. of Planning and Preservation; transferring the Div. of Planning, and all incumbents in all authorized positions and all vacant positions at their current job classification, pay grade, and salary, from the Office of Chief Development Officer to the Dept. of Planning and Preservation; transferring the Div. of Historic Preservation, and all incumbents in all authorized positions and all vacant positions at their current job classification, pay grade, and salary, from the Dept. of Housing Advocacy and Community Development to the Dept. of Planning and Preservation; transferring the Office of Purchase of Development Rights, and all incumbents in all authorized positions and all vacant positions at their current job classification, pay grade, and salary, from the Office of the Chief Administrative Officer to the Dept. of Planning and Preservation; amending the Unclassified Civil Service authorized strength by abolishing one (1) vacant unclassified position of Comm. of Planning, Preservation, and Development, Grade 536E, in the Dept. of Planning, Preservation, and Development, and creating one (1) Unclassified Civil Service Position of Comm. of Planning and Preservation, Grade 537E, in the Dept. of Planning and Preservation; and amending the Classified Civil Service authorized strength as follows: abolishing one (1) vacant Classified Civil Service Position of Administrative Officer, Grade 523E, in the Dept. of Planning, Preservation, and Development, and creating one (1) Classified Civil Service Position of Administrative Officer Sr., Grade 526E, in the Dept. of Planning and Preservation, and abolishing one (1) vacant Classified Civil Service Position of Administrative Specialist Sr., Grade 516N, in the Dept. of Planning, Preservation, and Development, and creating (1) Classified Civil Service Position of Administrative Specialist Sr., Grade 518N, in the Dept. of Planning and Preservation, all effective July 1, 2023. WHEREAS, Section 6.12 of the Charter of the Lexington-Fayette Urban County Government provides that the Council shall have the power to “consolidate, divide, and otherwise restructure the organization of all dept.s, offices and div.s” covered by Article 6 of the Charter.
WHEREAS, it has been determined that effective and efficient operation of government will occur by renaming the Department of Planning, Preservation and Development as the Department of Planning and Preservation and transferring certain div.s and their employees to that dept
NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE LEXINGTON-FAYETTE URBAN COUNTY GOVERNMENT:
Section 1 - That the Department of Planning, Preservation and Development be and hereby is renamed as the Department of Planning and Preservation.
Section 2 - That the Division of Planning and the incumbents in all authorized positions and all vacant positions, be and hereby are transferred from the Office of the Chief Development Officer to the Department of Planning and Preservation, at their current job classification, pay grade, and salary.
Section 3 - That the Division of Historic Preservation and the incumbents in all authorized positions and all vacant positions, be and hereby are transferred from the Department of Housing Advocacy and Community Development to the Department of Planning and Preservation, at their current job classification, pay grade, and salary.
Section 4 - That the Office of Purchase of Development Rights and the incumbents in all authorized positions and all vacant positions, be and hereby are transferred from the Office of the Chief Administrative Officer to the Department of Planning and Preservation, at their current job classification, pay grade, and salary.
Section 5 - That the following subSection line number in the Unclassified Civil Service authorized strength be and hereby is amended to read as follows:
310.010 1 475 537E Commissioner of Planning and Preservation
Section 6 - That subSection line number 310.035 in the Classified Civil Service authorized strength be and hereby is deleted.
Section 7 - That the following subSection line number in the Classified Civil Service authorized strength be and hereby is created to read as follows:
310.030 1 113 526E Administrative Officer Sr.
Section 8 - That the following subSection line number in the Classified Civil Service authorized strength be and hereby is amended to read as follows:
310.040 1 110 518N Administrative Specialist Sr.
Section 9 - That this Ordinance shall become effective July 1, 2023.
