A Resolution authorizing the Mayor, on behalf of the Urban County Government, to execute eight Purchase of Service Agreements and any necessary amendments with the following Housing Stabilization Partners to provide rental assistance and/or relocation services to the public, with an administrative fee not to exceed ten percent (10%) and payment of fifty percent (50%) of the funding to be withheld until the partner has established satisfactory performance and an additional need, with any such additional disbursement amounts determined by the Mayor or her designee: Urban League of Lexington-Fayette County, Inc. Body

WHEREAS, the President of the United States and the Governor of the Commonwealth of Kentucky have both declared states of emergency in response to the novel coronavirus (COVID-19) pandemic; and

WHEREAS, Mayor Linda Gorton declared, in Executive Order 2020-01, that a state of emergency exists in Lexington-Fayette County; and

WHEREAS, thirty-five thousand (35,000) cases of COVID-19 have been confirmed in the Commonwealth of Kentucky, with more than four thousand (4,000) in Lexington-Fayette County alone (as of August 10, 2020 and August 11, 2020, respectively); and

                     WHEREAS, as of July 29, 2020, 43% of renters nationally were unable to pay rent and risked being evicted, according to a survey by the global advisory firm Stout Risius Ross, LLC.

                     WHEREAS, as of July 29, 2020, an estimated 211,000 rental households in Kentucky could not afford rent and risked being evicted, according to the same survey.

                     WHEREAS, the Lexington-Fayette Urban County Government has determined that entering into Purchase of Services Agreements with certain non-profit organizations fulfills a public purpose by providing for housing stability for those affected by COVID-19 and for economic development and recovery from the current public health emergency and other public purposes.

                     NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE LEXINGTON-FAYETTE URBAN COUNTY GOVERNMENT:

                     Section 1 - That the Mayor, on behalf of the Lexington-Fayette Urban County Government, be and hereby is authorized to execute the eight Purchase of Service Agreements, which are attached hereto and incorporated herein by reference, as well as any necessary amendments, with the following housing stabilization partners to provide rental assistance and/or relocation services to the public: Urban League of Lexington-Fayette County, Inc.; Step by Step, Inc.; Catholic Charities of the Diocese of Lexington, Inc.; AVOL Kentucky, Inc.; Greenhouse17, Inc.; The Nest - Center for Women, Children and Families; New Life Day Center, Inc.; and Community Action Council for Lexington-Fayette, Bourbon, Harrison, and Nicholas Counties, Inc.

                     Section 2 - That an amount, not to exceed the total sum of $1,452,000.00, be and hereby is approved for payment to the following entities, with the administrative fee not to exceed ten percent (10%) of funds provided,  and with payment of fifty percent (50%) of the funding to be withheld until the entity has established satisfactory performance of the Agreement and an additional need for such funds, with the amounts of any such additional disbursements determined by the Mayor or her designee:  Urban League of Lexington-Fayette County, Inc. (initial disbursement $110,000.00, total not to exceed $220,000.00); Step by Step, Inc. (initial disbursement $33,000.00, total not to exceed $66,000.00); Catholic Charities of the Diocese of Lexington, Inc. (initial disbursement $110,000.00, total not to exceed $220,000.00); AVOL Kentucky, Inc. (initial disbursement $88,000.00, total not to exceed $176,000.00); Greenhouse17, Inc. (initial disbursement $110,000.00, total not to exceed $220,000.00); The Nest - Center for Women, Children and Families (initial disbursement $110,000.00, total not to exceed $220,000.00); New Life Day Center, Inc. (initial disbursement $55,000.00, total not to exceed $110,000.00); and Community Action Council for Lexington-Fayette, Bourbon, Harrison and Nicholas Counties, Inc. (initial disbursement $110,000.00, total not to exceed $220,000.00), all from account #1101-155003-78112 and pursuant to the terms of the respective Purchase of Service Agreements.

                     Section 3 - That this Resolution shall become effective on the date of its passage.
