WHEREAS, it is the goal of the LFUCG to ensure the health, safety and welfare of all of Lexington’s residents and visitors; and
WHEREAS, LFUCG believes that no one should die or suffer serious injury while traveling on Lexington’s streets and highways including people of all ages and abilities using all modes of travel; and
WHEREAS, there have been 366 deaths and 1,328 serious injuries on public Rd.ways within Fayette County and highways since 2014, making crashes involving motor vehicles a critical public health, safety and welfare issue; and
WHEREAS, the rate of fatal and serious injury crashes per capita between 2015 to 2019 was 41 percent higher in areas of persistent poverty and communities disproportionately impacted by mobility barriers, relative to Fayette County as a whole, and vulnerable users including pedestrians and bicyclists were involved in 1.5 percent of collisions yet accounted for 25 percent of traffic deaths in Fayette County since 2014; and
WHEREAS, Vision Zero is the concept that traffic deaths and serious injuries on our Rd.ways are unacceptable, and that holistic traffic safety strategies should be deployed in an effort to eliminate all traffic fatalities and severe injuries suffered by all Rd. users; and since speed is recognized as a major determining factor of survival and injury severity in a crash, and that people will sometimes make mistakes, the Rd. system should thus be designed and operated in a way to minimize conflict points and reduce speeds such that human error is less likely and does not result in severe injuries or fatalities. The framework of Vision Zero is the Federal Highway Administration’s Safe Systems Approach with an emphasis on providing for Safer People, Safer Streets and Safer Speeds, and successful Vision Zero Programs are a result of both a complete government approach (i.e., interdept.al, coordinated initiatives) and community support of Vision Zero objectives and action plans.
THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE LEXINGTON-FAYETTE URBAN COUNTY GOVERNMENT:
Section 1 - That the preamble to this Resolution is incorporated herein as if set out in full.
Section 2 - That Vision Zero Initiative is endorsed as a comprehensive and holistic approach to working towards achieving the goal of eliminating traffic fatalities and serious injuries by 2050.
Section 3 - That each dept. and div. within LFUCG shall assess their role in traffic safety and identify strategies under their purview that can help reduce and work towards the goal of eliminating traffic related fatalities and serious injuries.
Section 4 - That LFUCG will collaborate with all relevant agencies, div.s, stakeholders, subject matter experts and the public to identify and implement projects, Programs, strategies and policies that will be effective in accomplishing the goals of Vision Zero.
Section 5 - That within twelve months from passage of this Resolution, and every twelve months thereafter, the LFUCG Department of Planning and Preservation shall prepare a report on the needs and progress of achieving the goals of Vision Zero.
Section 6 - That this Resolution shall become effective on the date of its passage.
