Title

A Resolution authorizing the Mayor, on behalf of the Urban County Government, to execute a Memorandum of Understanding with Results for America, Johns Hopkins University Center for Government Excellence, and the Behavioral Insights Team (“What Works Cities Team”), for support services related to open data management, performance management, and evaluation of current government practices and new initiatives, under an award from The Bloomberg Family Foundation, Inc., at no cost to the Urban County Government. [Mayor’s Office, Emmons]

Summary

Authorization for the Mayor, on behalf of the Urban County Council, to sign a memorandum of understanding between LFUCG and Bloomberg Philanthropies “What Works Cities,” to provide expert support on open data, performance metrics, and constituent communications. LFUCG and What Works Cities have identified three primary areas to work together: (1) to establish our own performance management system, a city stat program, to provide more transparency and metrics-driven management for city divisions; (2) to further our open data by establishing an open data governance policy, creating an index of all applicable data, and developing a plan to put all qualified data on our open data portal, over several years; (3) to use expert behavioral psychologists to help LFUCG improve the efficacy of its marketing efforts with citizens.                      BE IT RESOLVED BY THE COUNCIL OF THE LEXINGTON-FAYETTE URBAN COUNTY GOVERNMENT:

                     Section 1 - That the Mayor, on behalf of the Lexington-Fayette Urban County Government, be and hereby is authorized to execute a Memorandum of Understanding with Results for America, Johns Hopkins University Center for Government Excellence, and the Behavioral Insights Team (“What Works Cities Team”), for support services related to open data management, performance management, and evaluation of current government practices and new initiatives under an award from The Bloomberg Family Foundation, Inc., at no cost to the Urban County Government. 

                     Section 2 - That this Resolution shall become effective on the date of its passage.
