BE IT ORDAINED BY THE COUNCIL OF THE LEXINGTON-FAYETTE URBAN COUNTY GOVERNMENT:
Section 1 - That Section 18-119 of the Code of Ordinances, Lexington-Fayette Urban County Government, be and hereby is amended to read as follows:
Sec. 18-119. - Stopping, standing or parking prohibited.
(a) No person shall stop, stand or park a vehicle except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a peace Officer, safety Officer, or employee of the Division of Fire and Emergency Services, acting in their official capacity:
(1) In front of a public or private Dr.way.
(2) Within fifteen (15) feet of a Fire hydrant.
(3) On a sidewalk.
(4) Within an interSection.
(5) On a crosswalk.
(6) Within twenty (20) feet of a crosswalk at an interSection.
(7) Within thirty (30) feet upon the approach to any flashing beacon, stop sign or traffic control signal located at the side of the Rd.way.
(8) In any park area in any street, or in any parkway dividing two (2) streets.
(9) Within twenty (20) feet of the Dr.way entrance to any Fire station and on the side of a street opposite the entrance to any Fire station within seventy-five (75) feet of such entrance (when properly signposted).
(10) Alongside or opposite any street excavation or obstruction when such stopping, standing or parking would obstruct traffic.
(11) On the Rd.way side of any vehicle stopped or parked at the edge or curb of a street.
(12) Upon any bridge or other elevated structure.
(13) At any place where official signs or marking prohibit stopping, standing and parking or parking.
(14) At any place where the curb is painted yellow.
(15) Within a bicycle lane.
(a) For the purposes of this Section 18-119(a)(15), the following terms shall have the following definitions:
(1) “bicycle lane” shall mean a portion of the Rd.way that has been designated by striping, signage, or pavement markings for the preferential or exclusive use of bicyclists.
(2) “bicyclist” shall mean a person riding a bicycle.
(3) “bicycle” shall have the same definition as provided in Section 18-1.
(b) The following shall be exempted from the requirements of Section 18-119(a)(15):
(1) (a) A Dr.r of any vehicle transporting one or more additional persons, including, but not limited to, taxicabs or transportation network companies;
(b) A Dr.r of a vehicle otherwise in compliance with Section 18-129(1)(a); or
(c) A Dr.r of a vehicle otherwise in compliance with Sections 18-132 through 18-138,
subject to the further limitations provided herein. Such stopping, standing, or parking shall be limited to the time necessary to complete drop-off and/or pick-up, or loading or unloading, not to exceed ten (10) minutes within the bicycle lane. The Dr.r must yield to bicyclists and pedestrians before entering and exiting the bicycle lane. The Dr.r shall activate the vehicle’s flashers, which shall remain on at all times while in the bicycle lane. Notwithstanding any other provision of this Code, the limitations and requirements set forth in this subSection shall control in the event of any conflict;
(2) The operator of a bus while at a bus stop or bus stand otherwise in compliance with Section 18-141;
(3) A Dr.r of a vehicle otherwise in compliance with Sections 18-116, 18-124.1, or 18-125;
(4) A Dr.r of a vehicle otherwise in compliance with KRS 189.930; and
(5) A Dr.r of an authorized emergency vehicle.
(b) No person shall move a vehicle not owned by such person into any such prohibited area or away from a curb such distance as is unlawful.
Section 2 - That this Ordinance shall be effective following passage of Council.
