BE IT ORDAINED BY THE COUNCIL OF THE LEXINGTON-FAYETTE URBAN COUNTY GOVERNMENT:
Section 1 - That subsection (1) of Section 18C-13 of the Code of Ordinances be and hereby is amended to read as follows:
(1)      The EMAB shall consist of twenty (20) members. Except as otherwise provided, all members shall be voting members of the board. However, its chairman shall only be allowed to vote in the event of a tie.
 
Section 2 - That subsection (3) of Section 18C-13 of the Code of Ordinances be and hereby is amended to read as follows:
(3)      The membership of the EMAB shall include the following:
(a)      The Commissioner of the Lexington-Fayette Urban County Health Department;
(b)      One (1) member from each of the six (6) hospitals located in Fayette County who has been designated by the hospital to hold the position of "EMAB representative", which member shall be a physician who is a regular, full-time staff member in the hospital's emergency department;
(c)      One (1) member designated by the Bluegrass Chapter of the Emergency Nurses Association;
(d)      One (1) member of the urban county council who shall be appointed by the mayor, subject to confirmation by a majority of the urban county councilmembers;
(e)      The medical director for the division of fire and emergency services;
(f)      Two (2) interested citizens from the community who shall be appointed by the mayor, subject to confirmation by a majority of the urban county councilmembers, who shall not be considered for purposes of determining the presence of a quorum and shall not be voting members of the EMAB;
(g)      One (1) person designated by the Lexington Medical Society;
(h)      One (1) former member of the EMAB, who shall not be considered for purposes of determining the presence of a quorum and shall not be a voting member of the EMAB;
(i)      The fire chief of the division of fire and emergency services or his designee;
(j)      Two (2) members of the division of fire and emergency services who shall be appointed by the fire chief;
(k)      One (1) paramedic member of the division of fire and emergency services who has successfully graduated from the division's paramedic training and education program (the "Paramedic Program") who shall be appointed by the fire chief;
(l)      One (1) member of the faculty of the Paramedic Program who shall be appointed by the fire chief; and
(m)      One (1) student member of the Paramedic Program who shall be appointed by the fire chief.
 
Section 3 - That this Ordinance shall become effective on the date of its passage.
