Authorization to execute a Clinical Affiliation Agreement and a Business Associate Agreement with Lincoln Memorial University-Debusk College of Osteopathic Medicine (LMU-DCOM) to set forth guidelines by which LMU-DCOM will have its physician assistant students participate in ride time on Division of Fire and Emergency Medical Services emergency care units as part of their educational process and to allow students access to patient information during their ride time as required by HIPAA laws. This is a request to execute a Clinical Affiliation Agreement with LMU-DCOM to set forth guidelines by which LMU-DCOM will have its physician assistant students participate in ride time on Division of Fire and Emergency Medical Services emergency care units as part of their educational process, and a Business Associate Agreement (BAA) to allow students access to patient information during their ride time. A BAA is required by federal HIPAA laws. There is no budgetary impact.

BE IT RESOLVED BY THE COUNCIL OF THE LEXINGTON-FAYETTE URBAN COUNTY GOVERNMENT:
Section 1 - That the Mayor, on behalf of the Lexington-Fayette Urban County Government, be and hereby is authorized and directed to execute the Clinical Affiliation Agreement and HIPPA Business Associate Agreement, which are attached hereto and incorporated herein by reference, with Lincoln-Memorial University-Debusk College of Osteopathic Medicine, for Physician Assistant students to obtain ride time on emergency care units, at no cost to the Lexington-Fayette Urban County Government.
Section 2 - That this Resolution shall become effective on the date of its passage.
