WHEREAS, the Urban County Government, by and through its Division of Parks and Recreation, enters into facility usage Agreements with participating youth football and soccer organizations for the right to use LFUCG football and soccer fields and facilities; and
WHEREAS, such facility usage Agreements designate a fee charged to participating youth football organizations in an amount equal to $5.00 per player registered to participate in the participating organization’s Programs, to be paid to the Division of Parks and Recreation; and
WHEREAS, such facility usage Agreements designate a fee charged to participating youth soccer organizations in an amount equal to $2.00 per player registered to participate in the participating organization’s Programs, per season, to be paid to the Division of Parks and Recreation; and
WHEREAS, the Division of Parks and Recreation wishes to use the fees collected to offset the cost of maintenance of the football fields and the soccer fields, respectively.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE LEXINGTON-FAYETTE URBAN COUNTY GOVERNMENT:
Section 1 - That, in order to ensure appropriate treatment of revenue received from participating youth football organizations, the Department of Finance is hereby authorized and directed to designate a fund which will be used for the operation and maintenance of the Division of Parks and Recreation football fields, with such fund to be funded through the revenues collected from the participating youth organizations, pursuant to approved facility usage Agreements with the Urban County Government and with such funds to be dedicated to the Division of Parks and Recreation for football field maintenance.
Section 2 - That, in order to ensure appropriate treatment of revenue received from participating youth soccer organizations, the Department of Finance is hereby authorized and directed to designate a fund which will be used for the operation and maintenance of the Division of Parks and Recreation soccer fields, with such fund to be funded through the revenues collected from the participating youth organizations, pursuant to approved facility usage Agreements with the Urban County Government and with such funds to be dedicated to the Division of Parks and Recreation for soccer field maintenance.
Section 3 - The funds so created shall be used in accordance with Parks and Recreation Standard Operating Procedure regarding Franchise Player Fees, which is attached hereto and incorporated within.
Section 4 - The dedication of the revenue collected from the participating youth football and soccer organizations to the fund shall renew with the approval of the facility usage Agreements by Council.
Section 5 - That this Resolution shall become effective on the date of its passage.
