Summary

Authorization to amend the Commission on Veterans’ Affairs Ordinance, Article XLVIII, section 2-507 of the Code of Ordinances, making changes to the membership requirements to: Two (2) ex-officio Councilmembers, Six (6) veterans representing the military branches (no military branch shall be represented by more than twice within this category), Seven (7) affiliated with Veterans Service Organizations (no VSO shall have more than one representative within this category), One (1) ex-officio representative of Department of Public Safety, One (1) ex-officio representative of Chief Administrative Officer, Two (2) at-large members. BE IT ORDAINED BY THE COUNCIL OF THE LEXINGTON-FAYETTE URBAN COUNTY GOVERNMENT:

                     Section 1 - That Section 2-507 of the Code of Ordinances, Lexington-Fayette Urban County Government, be and hereby is amended to read as follows:

                     Sec. 2-507. - Membership.

(a)                     The Commission shall consist of nineteen (19) members, which shall be appointed by the mayor and subject to confirmation by a majority of the Lexington-Fayette Urban County Council.

 

(b)                     The nineteen (19) members shall be comprised as follows:

 

(1)                     Two (2) ex-officio members shall be from the Lexington-Fayette Urban County Council;

 

(2)                     Six (6) members shall be veterans of the branches of the United States military (Army, Navy, Air Force, Coast Guard, Marine Corps, and Space Force). If a branch’s membership position is vacant for 6 months, a veteran from any other branch may occupy the seat for the remainder of said term. No military branch of service shall be represented within this membership category more than twice at any given time;

 

(3)                     Seven (7) members shall be affiliated with Veterans Service Organizations (including, but not limited to, VFW, American Legion, Kentucky Veterans Hall of Fame, Disabled American Veterans, Volunteers of America, Lady Veterans Connect, National Association of Black Veterans, etc.). No Veterans Service Organization shall have more than one representative within this membership category;

 

(4)                     One (1) ex-officio member shall be the Commissioner of the Lexington-Fayette Department of Public Safety, or his/her designee;

 

(5)                     One (1) ex-officio member shall be the Chief Administrative Officer of the Lexington-Fayette Urban County Government, or his/her designee;

 

(6)                     Two (2) members shall be from the Lexington-Fayette County community-at-large.

 

(c)                     Members of the Commission shall serve without compensation but may be reimbursed for all actual and necessary expenses incurred within the limits of the funds appropriated by the Urban County Council in the annual budget.

 

(d)                     A member of the Commission shall be removed only by a majority of the Urban County Council.

 

                     Section 3 - That this Ordinance shall become effective on the date of its passage.
