An Ordinance pursuant to Section 6.12 of the Charter of the Lexington-Fayette Urban County Government to reorganize the Div. of Waste Management, at the request of the Dept. of Environmental Quality and Public Works, as follows: amending the Classified Civil Service authorized strength by abolishing one hundred and twenty (120) positions of Resource Recovery Operator, Grade 515N, and creating one hundred and twenty (120) positions of Resource Recovery Operator, Grade 518N, transferring the incumbents; amending the Classified Civil Service authorized strength by abolishing nine (9) positions of Public Service Supervisor Sr., Grade 518N, and creating nine (9) positions of Resource Recovery Operator Supervisor Sr., Grade 520N, transferring the incumbents; and amending the Unclassified Civil Service authorized strength by abolishing one (1) position of Resource Recovery Operator, Grade 515N, and creating one (1) position of Resource Recovery Operator, Grade 518N, transferring the incumbent; all changes to be effective on December 30, 2024. Summary
Authorization to amend the authorized strength in the Division of Waste Management by abolishing one hundred twenty (120) classified Resource Recovery Operator positions (Grade 515N) and one (1) unclassified Resource Recovery Operator position (Grade 515N), creating one hundred twenty (120) classified Resource Recovery Operator positions (Grade 518N) and one (1) unclassified Resource Recovery Operator position (Grade 518N), and transferring the incumbents to the new positions. This action also is requesting authorization to amend the authorized strength in the Division of Waste Management by abolishing nine (9) classified Public Service Supervisor Sr. positions (Grade 518N), creating nine (9) classified Resource Recovery Operator Supervisor Sr. positions (Grade 520N) and transferring the incumbents to the new positions. There are four (4) Public Service Supervisor Sr. positions that do not supervise Resource Recovery Operators; pay grade and title will remain the same. WHEREAS, Section 6.12 of the Charter of the Lexington-Fayette Urban County Government provides that the Council shall have the power to “consolidate, divide, and otherwise restructure the organization of all departments, offices, and divisions” covered by Article 6 of the Charter; and
WHEREAS, at the request of the Department of Environmental Quality and Public Works, with the approval of the Chief Administrative Officer, and following a classification study conducted by the Division of Human Resources in accordance with the Code of Ordinances, it has been determined that effective and efficient operation of government will occur by reorganizing the Division of Waste Management, abolishing and creating positions and/or changing pay grades for certain positions and transferring the incumbents in those positions, as appropriate.
NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE LEXINGTON-FAYETTE URBAN COUNTY GOVERNMENT:
Section 1 - That the following subsection line numbers in the classified civil service authorized strength be and hereby are amended to read as follows:
350.067 120 619 518N Resource Recovery Operator
350.030 4 607 518N Public Service Supervisor Sr.
Section 2 - That the following subsection line number in the classified civil service authorized strength be and hereby is created to read as follows:
350.025 9 609 520N Resource Recovery Operator Supervisor Sr.
Section 3 - That the following subsection line number in the unclassified civil service authorized strength be and hereby is amended to read as follows:
350.018 1 619 518N Resource Recovery Operator
Section 4 - That the incumbents to the classified civil service position of Resource Recovery Operator, Grade 515N, be and hereby are transferred to the classified civil service position of Resource Recovery Operator, Grade 518N, with each incumbent’s name, their current hourly rate, and their new hourly rate being identified and more particularly set forth on Exhibit A, which is attached hereto and incorporated herein by reference as if set forth herein in its entirety.
Section 5 - That eight (8) incumbents in the classified civil service position of Public Service Supervisor Sr., Grade 518N, be and hereby are transferred to the classified civil service position of Resource Recovery Operator Supervisor Sr., Grade 520N, with each incumbent’s name, their current hourly rate, and their new hourly rate being identified and more particularly set forth on Exhibit A, which is attached hereto and incorporated herein by reference as if set forth herein in its entirety.
Section 6 - That the incumbent to the unclassified civil service position of Resource Recovery Operator, Grade 515N, be and hereby is transferred to the unclassified civil service position of Resource Recovery Operator, Grade 518N, with the incumbent’s name, their current hourly rate, and their new hourly rate being identified and more particularly set forth on Exhibit A, which is attached hereto and incorporated herein by reference as if set forth herein in its entirety.
Section 7 - That this Ordinance shall become effective as of December 30, 2024.
