This is a request to approve an agreement with Ashland, Inc., to participate in the KBI Program, which allows for recovery of up to 100% of start-up cost and 100% of annual rent cost through Kentucky corporate income tax credits and wage assessment fee of up to 4%. There is no budgetary impact.

WHEREAS, the General Assembly has created the Kentucky Business Investment Program pursuant to KRS Chapter 154.32 (the "Act") to induce the creation of certain qualifying projects that would create jobs in Kentucky; and
WHEREAS, the Kentucky Economic Development Finance Authority has preliminarily approved the participation of Ashland, Inc., in the Kentucky Business Investment Program (the "Program"); and
