Kenan, Jr. Charitable Trust, which Grant funds are in the amount of $300,000, and are for the FEND (Full Energy, No Drugs) Lexington-Fayette Project, the acceptance of which does not obligate the Urban County Government for the expenditure of funds,  authorizing the Mayor to transfer unencumbered funds within the Grant Budget, and authorizing and directing the Mayor to execute a three-year Agreement with Preventum Initiative, Inc., for  the development and implementation of a mobile device application that targets and educates Lexington youth and young adults about the severity of the opioid addiction crisis, at a cost not to exceed $300,000.
